Adding or cumulating charges against foreign terrorist fighters (FTFs) for terrorism with charges of genocide, war crimes or crimes against humanity, also known as core international crimes, leads to full accountability and justice for victims.Cumulative charges have by now been introduced in more EU Member States and are a best practice shared within the remit of the Genocide Prosecution Network.
