Outrage as Russian overnight attacks on Ukraine cities kill at least nine civilians

Reports indicate that the latest Russian strikes damaged 12 buildings in the capital, causing widespread damage to homes, businesses and key services, while phones have been heard ringing from the rubble.

Other Ukrainian cities targeted included Zhytomyr – due west of Kyiv – and the northeastern cities of Sumy –  where a daytime missile strike killed at least 34 people on 13 April – and Kharkiv – where the authorities reported 24 drone and missile strikes in total.

“The casualty count is expected to rise as emergency teams continue search-and-rescue operations,” said the UN aid coordination office, OCHA.

The development follows Ukrainian President Volodymyr Zelensky’s reported decision on Wednesday to reject a US-led proposal to seek a peace deal with Russia that would have involved ceding territory lost during the war. In theory, this would include the eastern Ukrainian regions of Donetsk, Luhansk, Kherson and Zaporizhzhia, in addition to Crimea, which Russia annexed illegally in 2014.

“Last night’s large-scale attack by the armed forces of the Russian Federation on residential areas in Kyiv and surrounding regions is yet another appalling violation of international humanitarian law,” said the UN’s top aid official in Ukraine, Matthias Schmale.

Children and a pregnant woman were among the more than 70 people injured by Wednesday night’s reported missile and drone strikes. “This senseless use of force must stop… Civilians must never be targets”, insisted Mr. Schmale, UN Humanitarian Coordinator for Ukraine.

Spike in civilian attacks

Echoing that message, the UN Children’s Fund, UNICEF, appealed for an end to the use of explosive weapons in civilian areas which have caused a marked rise in attacks on civilian areas this year.

According to the UN human rights office, OHCHR, at least 164 civilians were killed in March and 910 injured across Ukraine. This represents a 50 per cent increase from February 2025 (129 killed; 588 injured), and a 71 per cent increase compared with March 2024 (129 killed; 498 injured).

On Tuesday and Wednesday, OCHA reported that drone and glide bomb attacks had struck densely populated areas “throughout the country”, while fighting in front-line regions has killed more civilians.

Cities targeted included Zaporizhzhia, where a glide bomb strike on Tuesday left one person dead and injured more than 40 others, including seven children and a pregnant woman, OCHA said. Several apartment buildings were damaged in the attack on the city which is near to the front line and home to 630,000 people, including many displaced from other regions.

The UN aid office also reported overnight drone strikes on Wednesday in the regions of Dnipro, Donetsk, Kharkiv, Kherson, Poltava and Odesa, damaging a hospital, homes, warehouses and an energy facility.

The future of public transport is increasingly leaning towards automation, addressing issues such as driver shortages, road safety, congestion, and carbon emissions.

However, successful deployment requires seamless interaction between automated buses and other road users, such as cars, motorcycles, bicycles, and pedestrians. The Human Machine Interaction for Automated Public Transport Buses (InterAct) project, led by DAM Shuttles in conjunction with partners ADASTEC,  Applied Autonomy, and Vy Buss, seeks to enhance communication between self-driving buses and pedestrians, cyclists, and motorists.

Building on insights from the previously EIT Urban Mobility co-funded project LivingLAPT, which focused on small autonomous shuttles, InterAct pivots towards full-size, full-speed automated electric buses. These vehicles offer higher capacity and are further along in the development towards driving without a safety driver onboard, thus bringing public transport closer to a driverless future.

In InterAct, the project will develop and test external human-machine interfaces (eHMI) that enable safe and intuitive interactions between automated buses and their environment. Pilots in the real-world environments of Stavanger, Norway and Rotterdam, Netherlands, will see the project integrate the eHMI solution into fully automated buses.

The missing puzzle piece? Human-machine communication!

While automation in public transport promises efficiency and sustainability, a significant challenge remains: the clear communication between automated buses and other road users. In conventional settings, bus drivers use eye contact and gestures to signal intent, creating trust and predictability. The absence of a human driver necessitates alternative interaction mechanisms to maintain safety and encourage acceptance of automated driving technology. Safety and trust are key challenges the project will tackle, working to ensure pedestrians and cyclists can reliably interpret the bus’s intentions without human intervention. Additionally, the project will work to enable a seamless transition for users accustomed to traditional bus services.

The human factor of automation

InterAct will develop and deploy eHMI technology, consisting of external text displays on the front, sides, and rear of automated buses. These displays will replace human driver gestures by providing clear messages to pedestrians, cyclists, and motorists. The displays will provide important information, such as confirming the detection of road users or signalling when it is safe for them to proceed. The solution will be developed by ADASTEC, technology experts in the SAE Level-4 automated driving software platform for large-scale vehicles, alongside fleet management specialists Applied Autonomy. Real-life testing in Rotterdam and Stavanger will require technical adaptations to the solution tailored toward the mixed traffic conditions of each city and will focus on assessing how well the eHMI communicates with other road users, its impact on safety, and overall user acceptance.

During 2025, the project aims to have an automated bus operation driving between Rotterdam Meijersplein and the Rotterdam-The Hague Airport with the goal of reaching an average speed of 23 kilometers an hour. The 5 km route will see the automated buses, operated by DAM Shuttles, deal with mixed traffic conditions including roundabouts, pedestrian crossings, intersections with traffic lights and overtaking vehicles.

In Stavanger it is aimed to use the human machine interface between the automated buses operated by Vy Buss, and external road users, such that mixed traffic interactions between the automated system and the other road users happens safely without the use of the safety driver using eye contact or hand gestures.

Both pilots will use ADASTEC’s SAE Level-4 automated driving software platform flowride.ai, integrated into the buses, to enable the vehicles to handle bus stops, intersections, traffic lights, crosswalks, traffic participants as well as allowing for precise localisation. Applied Autonomy’s expertise will play a key role in determining the data that will need to be extracted from the bus to best understand the solution’s performance in the mixed traffic conditions.

Automation for a safer and more sustainable future

Improved safety, economic efficiency, and environmental and social benefits are key forces driving the move toward automated public transport. InterAct aims to demonstrate that clear, machine-generated communication will improve road safety by replacing potentially ambiguous human signals and decreasing accidents caused by human error. By replacing drivers and allowing for remote monitoring of multiple buses, automated buses will help the industry overcome challenges caused by driver shortages and lower operational costs. In the makeshift coastal encampments of Al Mawasi, families have no choice but to live in unsanitary conditions that are rapidly turning deadly, Louise Wateridge, Senior Emergency Officer at Palestine refugee agency, UNRWA, told UN News.

She described an increasingly dire situation: malnourished children and families, already worn down by months of war, battle unrelenting heat, unsanitary conditions, a lack of clean water and limited access to healthcare.

“The trash is just out of control. The sewage, the rodents, the pests, the rats, the mice – all of these animals are going between the structures that people are sheltering in,” she said.

As the days hot up, “disease is spreading. There is not enough medicine,” she added. UNRWA teams are conducting intensive clean up campaigns, but their resources are running out.

They’ve got about 10 days left of pesticides. Supplies are going to run out,” Ms. Wateridge warned.

Heavy equipment destroyed

The worsening conditions are being compounded by the destruction of Gaza’s public health infrastructure.

According to the UN humanitarian coordination office (OCHA), more than 30 vehicles essential for waste management, water supply and sewage maintenance were destroyed by Israeli airstrikes between 21 and 22 April.

In the past week alone, at least 23 reported strikes have hit tents sheltering internally displaced persons (IDPs), killing dozens of civilians – including women, children, and persons with disabilities.

Health system under strain

OCHA also noted that Gaza’s health system is continuing to collapse.

Over half of the remaining health facilities are located in zones under evacuation orders, posing serious access challenges for communities in urgent need. There are also widespread shortages of medicine, equipment and medical staff.

As of 15 April, an estimated 420,000 people have been displaced – many for the second or third time.

Shrinking humanitarian space

Humanitarian space continues to be shut down. Vital humanitarian aid has not entered Gaza for 52 consecutive days.

OCHA noted that between 15 and 21 April, nearly half of the planned humanitarian movements were denied or impeded.

It reported that out of 42 planned aid missions across the Gaza Strip that were coordinated with the Israeli authorities, 20 were denied, two faced impediments, 19 were facilitated and one was cancelled.

Meanwhile, UN agencies also have to contend with lack of funds to sustain their programmes.

As of 22 April, donors have disbursed about $569 million out of the $4.07 billion (about 14 per cent) required to meet the most critical humanitarian needs of three million people requiring assistance in Gaza and the West Bank, including East Jerusalem.
