Excavations in Argentina reveal that dinosaurs lived in herds as early as 193 million years ago
Researchers from Argentina, the United States and South Africa have found evidence of herding in sauropodomorphs, a group of dinosaurs, as early as the early Jurassic, about 193 million years ago. The article of scientists was published in the journal Scientific Reports.
Since 2013, paleontologists have unearthed more than 100 eggs and about 80 skeletons of young and adult Mussaurs – herbivorous sauropodomorphs, the distant ancestor of sauropods such as Diplodocus and Argentinosaurus – during excavations of the Laguna Colorada Formation in southern Patagonia. Most of the former were grouped into clutches of eight to 30 eggs. X-ray imaging at the ESRF synchrotron in Grenoble showed that all eggs contained Mussaur embryos. Moreover, it turned out that they were all grouped in two or three rows inside specially dug “trenches”, which indicates the presence of a nest.
Paleontologists analyzed the size and age of the bone tissue of Mussaur skeletons in order to determine their age. In addition, they analyzed the formation itself: the fossils were found in different horizons at the same place, which suggests that Mussaurs came to the same point over many mating seasons. It turned out that the fossils were grouped by age – eggs and newly hatched individuals were found in one place, the skeletons of young animals in another. Researchers managed to isolate a cluster of 11 individuals less than a year old – which indicates the existence of “schools”. Skeletons of adults – alone or in pairs – were found separately, but within the same area about a square kilometer in size. All this led the researchers to assume that Mussaurs lived in herds, but tried to group by age.
In order to determine the age of the fossils, the researchers analyzed samples of volcanic ash. They contained zircons – minerals, according to the ratio of the isotopes of uranium and lead, scientists were able to determine that the age of the fossilized Muszaurs is 193 million years. Most likely, the herd died during the flood, and then was covered in ash from the eruption. This is the oldest evidence of complex social behavior in dinosaurs – 40 million years older than previously discovered.
Scientists report decline in barn swallow and lark, storks become more
The number of birds in agricultural lands has decreased by 25% in the last 17 years. The trend is the brightest for them, Yordan Hristov from the Bulgarian Society for the Protection of Birds told Monitor. There is a drastic decline in the quail population. It decreased by 66% compared to 2005. The gray bunting is twice less, the village swallow has decreased by 40%, the cuckoo – by 40%, and in the thick-billed lark the decrease is by 85%. It turns out that 20% of the 79 species studied are declining.
At the same time, it turns out that species such as the pheasant, the great white-tailed nettle and the stork are increasing.
“There are different methods for storks. To see the population, the nests are counted every 10 years. Thus, during the last monitoring in 2015, we reported a 20% increase, “said Yordan Hristov.
Surprisingly, in the last 2-3 years, scientists report stabilization in the sparrow population
which occurs in urban environments, although scientists say there are regional differences.
“The field sparrow, which has more specific requirements for the environment it inhabits, is even increasing. In fact, the drastic trends that are being observed worldwide are mainly from Western Europe. There, the negative practices in agriculture are more intense than in our country. But we follow this trend and very soon it will be reflected in our country as well “, explained Hristov.
The trends were reported during the last monitoring, which was carried out during the breeding season in May-June. The bird status index is updated every year.
“This is up-to-date information, but we do not take into account the exact number of birds in the census itself, but trends. It is interesting that the birds that feed on insects rather than seeds are decreasing at a faster rate, ”the expert added. According to him, in order to change the negative trends,
the plowing of grassy areas and the felling must be stopped
of shrubs, which is contraindicated for nature conservation. At the same time, they protect crops from frost.
It is also interesting to note that volunteers have traveled 3,000 km to monitor bird species.
“This equates to the distance from Sofia to Rome and back,” Hristov added.
The index characterizing forest birds, on the other hand, continues to grow, recording an increase of 36% compared to 2005. The latest monitoring points out that this species is closely specialized in old forests.
19 species of birds – generalists
19 species of birds fall into the group of the so-called generalists. They inhabit more than one habitat type. These include the black swift, the common buzzard, the common cuckoo, the periwinkle, the gray crow, the Syrian woodpecker, the barn swallow, the southern nightingale, the house sparrow, the common magpie, the great tit, the dove, the owl, the white-tailed deer, the jackdaw, the little hawk, , Red Cross Swallow, pheasant.
Since 1980: House Sparrows in Europe – 247 million less
House sparrows in Europe are 247 million less than in 1980, and other once ubiquitous bird species have suffered huge declines, according to a global study.
In less than four decades, one in six birds has disappeared – a total of 600 million nesting birds. Among the common species that have disappeared from the sky are the yellow bunting (97 million less), starlings (75 million less) and larks (68 million less).
A study by scientists from RSPB, BirdLife International and the Czech Ornithological Society analyzed data on 378 of the 445 bird species inhabiting the EU and the UK, finding that the total number of nesting birds fell by between 17% and 19% between 1980 and 2017.
In the heart of Switzerland, a world-record technical innovation awaits you: the steepest funicular in the world, which climbs from Schwyz to Stoos.
This is Stoosbahn. A real miracle of Swiss engineering. Engineers have designed this fantastic train to carry passengers from the bottom of the valley on an almost vertical slope of 110% to the beautiful village of Stus and its bustling ski resort, according to a video by National Geographic.
For the people of Stoos, the railway is vital.
In winter there is no road to connect the village with the rest of the country. This is the only entrance and exit.
Marcel Elmer is a train technician. He manages it from the control room and is responsible for the train arriving on time in sun, rain and snow.
“This is an unusual railway not only for Switzerland and Europe, but also for the whole world. “Guests come from afar to ride the train,” he said.
On such a steep route, in an ordinary car, passengers will fall from their seats. That is why the train is equipped with ingenious solutions.
The wagons are connected by two hydraulic cylinders, which rotate them in sync as the train ascends. In this way, passengers remain in balance, whether the road is flat or steep.
No steps to climb
The new funicular railway in Stoos has achieved worldwide fame thanks to its futuristic design and innovative technology as well as its spectacular setting. The system of automatic balancing developed by the Swiss manufacturer Garaventa keeps the cabin floors level no matter what the incline. At the valley stations and in Stoos there are no flights of steps, which would be a problem for travellers with luggage, walkers or wheelchairs, explains Steiner.
“This was one of our particular wishes to facilitate transport of passengers and even goods too. There are other systems that can compensate for the gradient, but this is the only one that lets you have very compact cabins, something really essential since the railway has to go through three tunnels,” he says.
The ultra-right in Germany armed themselves to prevent migrants from entering Poland through Belarus
Several members of the ultra-right group were detained in October 2021 by the police in Germany with weapons. They intended to prevent migrants from entering the country who entered neighboring Poland through the territory of Belarus.
A group of 50 people were armed with gas cartridges, and a bayonet, machete knife and police batons were also seized from them, police said.
They are believed to be supporters of the neo-Nazi far-right party “Third Way”, which called on its members to prevent illegal migrants from entering the country, whose number has grown significantly since August, across the Polish border.
A police spokesman said the ultra-right activists were disarmed and forced to leave the border area near the city of Guben, where they were held overnight from Saturday to Sunday.
Earlier, a demonstration against patrols organized by the ultra-right took place there. Its organizers told the German website Der Spiegel that they did not want to leave the area in the hands of neo-Nazis. “We want to show that the right to asylum is an inalienable human right,” they said.
The German authorities sent an additional 800 police officers to the border with Poland to identify illegal immigrants trying to enter the country through Belarus and Poland.
On Sunday, German Interior Minister Horst Seehofer noted that hundreds of police officers are currently at the border day and night and that he is “ready to increase their number even more.”
He also added that this year 6162 undocumented migrants arrived in Germany from Poland and Belarus. And if earlier this week he said that Germany has no intentions to close the border with Poland, then he said that it is possible that control at the border will be resumed. Although, according to him, this will already be included in the task of the new government.
Negotiations on a new ruling coalition in Germany have not yet ended. Their members, however, talk about significant progress, allowing them to expect to form a government by early December.
Germany has noticeably increased its police presence on the border with Poland.
Many EU countries accuse Belarus of knowingly bringing in illegal migrants and then sending them to the borders with Poland, Lithuania and Latvia to force the EU to ease or lift sanctions imposed for suppressing protests following Lukashenka’s unrecognized re-election last August, and for the repression that followed. Lukashenka denies these charges.

In 2006 the European Commission issued the document “Towards an EU strategy on the rights of the child”, which gives a new impetus to children’s rights on the agenda in the European Union, and included seven objectives concerning the Commission’s actions and setting the criteria of the 2011 EU Agenda. The Commission also elaborated in 2010 an action plan for unaccompanied minors and pursues through the DAPHNE programme actions to combat violence against children, young people and women. The EU Agenda for the Rights of the Child aims to reinforce the full commitment of the EU, as enshrined in the Treaty of Lisbon and the Charter of Fundamental Rights, to promote, protect and fulfill the rights of the child in all relevant EU policies and actions. This agenda includes 11 specific actions where the EU can contribute in an effective way to children’s well-being and safety.
The word “ombudsperson” comes from the Scandinavian word “ombud”, which means representative or commissioner or delegate. It has come to mean a person who deals with and/or investigates complaints, represents and defends the interests / rights of a defined group, speaks on behalf of that group, and tries to improve conditions for individuals and for the group as a whole. Many countries now have their own Children’s Ombudsperson, and in 1997, the European Network of Ombudspersons for Children (ENOC) was established. The role of such an ombudsperson is to ensure the full implementation of the CRC whilst maintaining full independence from the government and other public authorities. An ombudsperson for children will usually protect and promote the interests / rights of children in relation to public and private authorities and follow up the development conditions under which children grow up. By 2011 it had grown to include 39 institutions in 30 countries. Its mandate is to facilitate the promotion and protection of the rights of children.
The rights of children at risk are most severely violated in COVID-19, 3,500 of whom are in complete isolation. This is indicated by a report of the Ombudsman of the Republic of Bulgaria Diana Kovacheva, announced the press center of the institution. The report was prepared in connection with World Children’s Day and the anniversary of the adoption of the UN Convention on the Rights of the Child. It is entitled “Assessment of the impact of measures against the spread of COVID-19 on the rights of vulnerable groups of children in Bulgaria” and was prepared under a joint project with the European Network of Ombudsmen for Children and UNICEF to assess the impact of measures against the spread of COVID-19 on the rights of the child.
The special report reflects the children’s experience and understanding of the pandemic situation and the restrictive measures introduced in relation to it and describes the effect they have on children through their eyes, the statement said. The assessment was carried out in the period July-August 2021, and the consultation was conducted between July 22 and August 19, 2021. It included 95 people, including 44 children from vulnerable groups, aged between 8 and 18 years. These are children in poverty, with disabilities, with special educational needs, placed in various forms of residential care, unaccompanied refugee children and those with an educational measure – placed in a boarding school, inform the institution of the ombudsman.
The report found that isolation for children in residential care was longer and more severe than for most other children in the country. Thus, in practice, about 3,500 children have remained in complete physical isolation for more than a year. The lack of social contacts for children is not a consequence of one or another measure, but is a result of the accumulation of the effect of various restrictive measures, including distance learning. Isolation is accompanied by significantly increased levels of anger, anxiety, frustration and apathy among children in residential services and institutions. The attitude of children towards distance learning is rather indifferent and in the general case the learning commitments are not taken seriously, according to the report published on the ombudsman’s website.
Have you ever noticed how while your cat is playing with a mouse, ball or fish, it usually bites the “prey” and carries it to some secret place, where it continues to lick, bite, push with paws and legs or tear it?
When cats catch prey in the wild, they usually go to some hidden place with it or a piece of it, where they can eat their portion undisturbed. Toys at home are perceived as prey by pet animals, they logically “copy” this behavior and carry their toys to some remote place where they can continue to play with them.
Some representatives, however, carry their toys to the toilet, which can be considered unusual behavior. Is there a specific reason for this?
The toilet is the personal space of the cats
For us humans, the time spent in the toilet is secluded and perhaps the only place we know we can be left alone.
For cats, the situation is not much different, although the reasons are different. The cat toilet is a place that smells strongly of a purring friend. The cat’s own scent is extremely soothing because it makes them feel protected, safe and at home. In the same way that we feel in our home – cozy and calm.
In a way, the cat toilet is the inviolable place of the purring friend, where he does his work, bury it to protect himself, and knows that this place is his. Cats can carry their toys there simply because they feel at ease and enjoy playing there, although we find it strange.
This may be the way your cat plays
As we know, all cat toys are designed to engage the purring friend and help him train and sharpen his instincts. When they play, pet animals chase, chase, hide, jump, catch prey and often even tear it with their sharp teeth and claws.
Some purring friends are so engrossed in games that they may find it convenient to take their toy to or around the toilet without even having a specific reason. We can often see that pet animals like to carry their “prey” on the couch, in the cat tree or even on our bed. No wonder they are looking for a soft spot that they find suitable for extra play with the loot.
Cats can even hide their toys in the toilet
Just as a cat buries its urine and feces in the sand in the toilet so as not to attract larger predators, some representatives can bury their toys there. If a temperamental pet perceives the toy as prey, it is only logical that he wants to hide it from a fictional predator that does not live in your home, but is in the “consciousness” of your cat.
This behavior is not disturbing, but it can be a bit of an inconvenience for you from the sand spread out of the toilet. However, if your cat is playing inside, he is certainly digging up his bedding, after which you need to clean up afterwards.
Closed toilets can help, where even cats dig sand – less will come out because the hole is smaller. However, if your purring companion does not like a closed toilet – do not force him to use one.
In case your purring friend suddenly starts hiding his toys in the toilet, think about whether it is an illness. Cats tend to behave unusually around the toilet when there are urinary tract problems or some other gastrointestinal upset. If this is not typical behavior for your cat and you suspect that it may not feel well – do not delay the appointment with a veterinarian.

Theologians, archaeologists, historians and artists of the End of the World
Pandemics and moral decay are serious enough reasons for human societies, regardless of their religion, to be interested in two terms – Apocalypse and Armageddon. For many people, these names are synonymous, but in fact they differ in content, albeit interrelated. The end of the world is an event called the Apocalypse, and Armageddon is the site of the Great Battle between God and Satan.
But where is this place? many ask. The map of the modern world today is so different from the descriptions of the time of the holy books that we can really only guess where these biblical places are.
The word Αποκάλυψις translated from Greek has several meanings: “revelation”, “lowering the curtain”, “revelation”. It is mentioned and used in religious texts, hence the name itself.
Chronicles of the past and present that provoke thoughts about the future
And what is Armageddon? (Greek: αρμαγεδδων). Place. A place where the last battle between God and Satan will take place. Armageddon is also the name of the apocalyptic catastrophe that will lead to the Apocalypse, or in other words, to the End of the World. The subject has been of interest to the ancient Maya. On 20.02. According to the Maya, 2022 was the “mirror date” with 5 couples, which marks the beginning of the end of the world and the birth of a new race on Earth. The Bulgarian spiritual teacher Petar Deunov, called Bainsa Duno in the East, also spoke a lot on the topic.
Their books predicted the future
The Antichrist, so named in our religion – as the Anti Christ – is spoken of in the “Revelation” of the Apostle John. But what else do we find in the scriptures about Armageddon and the Apocalypse? – According to linguists, the name Armageddon comes from Hebrew, and is pronounced as Har Megiddo, which means “Mount Megiddo”. The name is both a literal and a symbolic place of the Last Battle.
Is there really such a place?
A chilling vision for the future
There is an ancient trade route and the city of Megiddo, located in the northern part of present-day Israel. It was once the main trade route between Damascus and Egypt. During its 50-century history, this place has repeatedly fallen victim to conquerors and natural disasters. According to some scholars, it was the multiple earthquakes that affected Megiddo that may have inspired the vision of a devastating Apocalypse in the Revelation of John. However, we find such visions described by the Old Testament prophet Daniel.
“And the king of the south shall be fierce: and when he is gone forth, he shall fight with him; (Daniel 11:11)
“Even some of the wise will fall to be tried, to be cleansed and bleached, until the end of time; for it will be at the appointed time.” (Daniel 11:35)

“And the king (the king of the north) shall do according to his will, and shall exalt himself, and magnify himself above all gods; (11:36) “Neither shall he honor the gods of his fathers, nor the goddess beloved of women, nor worship any god: for he shall make himself greater than all.” (11:37)
But what happens in the end? – A terrible judgment, the Antichrist was defeated and thrown into a lake of fire.
The Old Testament abounds with more such descriptions: “For, behold, the Lord will come with fire, and his chariots shall be like a whirlwind, to pour out his wrath with fury, and his rebuke with fiery flames; for with fire and with his knife. every creature is judged by the LORD, and many will be slain by the LORD (Isaiah 66:15).
We have such a description in his predictions recorded by Deunov’s students.
Michael Bay’s Armageddon premiered on June 30, 1998, starring Bruce Willis and Ben Affleck. The film further stimulated the imagination of lay people and lovers of esoterics and science fiction. It is no coincidence that the film received numerous awards – several nominations for the American Film Academy Awards – for sound, editing, song and effects; he also won the Saturn Award for Best Science Fiction Film, as well as the Best Director and Best Costume Awards.
Coppola will make the science fiction film of her dreams “Megalopolis”
But let’s not forget that 20 years before Michael Bay, the great Francis Ford Coppola created “Apocalypse Now”, in which the End of the World is associated with war with modern technical and military means. After these two films, many other films appeared, which aroused even more interest in the subject and the “buried” in the sacred books secret of the End of the World, which modern screenwriters and directors interpret differently. A 3D film has also appeared, in which the idea of the Second Coming of Christ on earth and the Last Judgment over people is “revived”.
Scholars and theologians from Judaism, Christianity and Islam are trying to create a unified picture of the Great Last Day, in which, according to our religion, all – both living and dead – will appear before the Last Judgment. The theme has been a favorite of many artists. Among them we can distinguish the frescoes “The Last Judgment” by Marcello Venusti and Michelangelo.
Why are people increasingly curious about this? – According to many prophets, we live in the times described by John as preceding the Second Coming of Christ. In the many images of the mass consciousness is sealed one enemy – the Antichrist, who will “gather all the earthly rulers” for a battle with the Good. Modern politics is a close allegorical image of this Evil.
“And he gathered them together into a place called by the Jews Armageddon,” Revelation says. But where is this place Armageddon?
Toponym, or nickname for the Catastrophe? At the beginning of the 19th century, both theologians and archaeologists dealt with this issue. In 1838, the American professor of biblical studies and geography Edward Robinson (“Biblical Studies in Palestine”) traveled through the Holy Land to search for coincidences with the descriptions of biblical events by the prophets. His method was more than simple – he took the geographical names from the Scriptures and compared them with modern ones. However, the work proved difficult, as most Jewish names had already been replaced by Arabic ones.
Robinson came across a place called Tell el-Mutesellim – translated as “Lord’s Hill”. According to him, it is a center from the time of Solomon, who ruled in the 10th century BC and was also a prophet. Robinson believes that Solomon built a city on the hill, and that its modern name, as you may have guessed, is Megiddo Hill (Har, or Ar Megiddo, in the Old Testament).
In the 20th century, other scholars, drawing on what Robinson wrote, study that on the Hill in the 3rd century BC. a major catastrophe has occurred – probably an earthquake. It was perceived by the population as the “scourge of God”, suggests Eric Klein, a professor of ancient history and archeology. In his notes, Klein claims that the event is deeply ingrained in the people’s memory and has been passed down from generation to generation among the local population.
Klein also claims that this place had a “bad reputation” – as a place where back in time there have always been sinister events and deadly battles. Several American theology professors oppose Klein, believing that he has drawn conclusions from an insufficient body of evidence, and that the place is not there, or even a place, because, according to the Old Testament quote, the catastrophe “will fill the whole earth.” . At the same time, there is a lot of reference in the Scriptures to one place, and its location is referred to as “not far from Jerusalem.”
But where exactly? – There are two versions on this issue: One leads to Tuku (Tecoa) – a village located 12 kilometers south of Bethlehem. According to local Bedouin legends, this is where the last events for mankind will take place. The other hypothesis takes us to the Kidron Valley in Jerusalem. It is located near the place where the Ascension of Christ took place. According to the Hebrew epistles on this subject, the Messiah (Mosiah) will enter the Holy City and first resurrect all those buried there. Curiously, the Kedron Valley has long been called “the most expensive cemetery in the world.”
According to Muslims, the End of the World will not happen in Jerusalem, although the teachings of recent times in Islam are very similar to the Jewish and Christian. The Qur’an speaks of Kiyamat – the Day of Judgment, in which the dead will be resurrected and the Divine Judgment will take place. But before that happens, in the city of Dabik, north of Syria, there will be a battle between the prophet Isa (Jesus) and the Dajjal (Antichrist). According to theologians, this version is quite new. Some believe that it appeared after a large-scale battle of the Ottoman Empire with the Mamluks in 1516.
One legend says that the son of Satan will be defeated in Lod (Lyd), a toponym repeatedly mentioned in the Bible. The ancient city is located in the same region where the most fateful events for Judaism and Christianity took place, so its “choice” sounds logical?
As for the mention of Syria, the prophetess Vanga also speaks about it, but in a very different context – that there will be a Last Judgment, but not the End of the World. One of her quotes eloquently leads to such a conclusion: “There will be no end to the world, but when Syria falls, it will be scary!” Says Vanga. In a similar direction are the predictions of Peter Deunov, who said: “Now man is half animal, half man, and in the future the creature of the Sixth Race will come and unite with man, and then the two souls will work together. And the animal he will be a servant. People will live by grace. ” Ie there will be no End of the World, but a new and hopeful Beginning.
Obviously, however, that both the old texts and the newer predictions – there is talk everywhere of a catastrophe that will change the world geographically and will probably serve to change – something like a spiritual catharsis of humanity. And it’s more likely to happen all over our planet than in a specific place.
Some even believe that the battle will not be fought on earth, but in heaven. There is a whole section in theology called Eschatology – the doctrine of the End of the world and of man. This doctrine clarifies the content of the various versions and terms related to the End Times.
There is talk of the Millennial Kingdom, a period of 1,000 years in which Christ will reign again on earth. During this time, Israel would be rebuilt, and the people would be transformed and strong believers in the Good. This heavenly period is described in the book of Isaiah, especially in chapters 24, 51, 54, 60, 65-66. The Second Coming is a term referring to the events surrounding Christ’s return to earth.
But this version also has its critics. The doctrine of Amylenarism denies the millennial kingdom of Christ on earth, but some deniers of the “good kingdom” believe that such a kingdom of heaven is possible. In any case, all the disputants are united around one thing – that it is not a kingdom in the literal sense, but rather something that symbolizes the triumph of the Good.
And now comes the worst – that until the return of Christ, humanity will experience “seven years of great tribulation.” Some associate it with the signing of a “covenant” between the Antichrist and Israel. And the Antichrist is described as a world leader who will cause great suffering and persecution of people, but in the end he will be defeated by Christ.
Somewhere between the middle and three-quarters of the Great Tribulation period, spiritual people will await the return of Christ and feel confident and delighted in His coming triumph, followed by peace on earth.

Pays 1,000,000 for fighter and ship, 500,000 for helicopter, 100,000 for tank Russians who surrender with war machines will also receive a new identity and the opportunity to live in a free country.
The Verkhovna Rada has determined the amount of bonuses for the Russian military, who voluntarily hand over military equipment to the Armed Forces of Ukraine (VFU). They will receive bonuses ranging from $ 10,000 to $ 1 million.
At a closed session of the Ukrainian parliament was adopted the law “On determining the remuneration for the voluntary transfer to the Armed Forces of Ukraine of military equipment suitable for use by the aggressor state.” 320 MPs supported the respective bill with № 7229.
How much money will the soldiers take?
The law sets the $ 1 million reward for the Russian military and other security agencies for the voluntary surrender of fighter jets (fighter jets, bombers and attack planes).
The Russians, who surrender with a combat helicopter, will receive $ 500,000 each, and those who provide 122-mm caliber volley fire systems will put $ 25,000 in their pockets. The same system with a caliber over 122 mm is valued at 35 thousand dollars, for a tank or land self-propelled artillery the bonus will be 100 thousand dollars. Twice less money for an infantry fighting vehicle, an armored personnel carrier and an armored reconnaissance patrol vehicle – $ 50,000.
In addition to the aircraft, a high price is provided for a ship of the first or second rank – 1 million dollars. Third- and fourth-ranking warships are valued at half a million, but the money for the boats is small – $ 50,000.
At the same time, the new law provides for measures to protect deserters from the Russian army. It states that those who hand over their military equipment to the VFU will be given the right, if they wish, to keep secret the fact that they planted watermelon peel on Putin. They will be able to obtain a new identity and documents, as well as a secure stay on Ukrainian territory, as well as conditions to go to a third country.
The law will apply to both Russian military and Ukrainian citizens fighting for the Crimea, Luhansk and Donetsk People’s Republics.
The European Commission has adopted its proposal for a Council recommendation on the conversion of Ukrainian hryvnia banknotes into the currency of host Member States by displaced persons fleeing the war in Ukraine. This proposal complements the humanitarian aid provided by the EU to people fleeing Ukraine, in particular when traveling throughout the Union, and is fully in line with the EU asylum acquis and the Union’s external action.
Since the beginning of the Russian military invasion of Ukraine, more than 3.8 million people have fled the war in Ukraine to the European Union. The EU and its Member States have made significant efforts to provide humanitarian assistance and temporary protection to these people, including access to the labor market, housing, medical care and education for children. One of the immediate needs of refugees is to convert Ukrainian hryvnia banknotes into the currency of the host country.
The aim of today’s proposal is to promote a coordinated approach for all Member States in order to provide persons fleeing Ukraine with a level playing field for the conversion of Ukrainian hryvnia banknotes into local currency, regardless of the Member State in which those persons were admitted. This approach was necessary in view of the fact that the National Bank of Ukraine had to stop the exchange of Ukrainian hryvnia banknotes in foreign currency in order to protect Ukraine’s limited foreign exchange reserves. As a result, credit institutions in the EU Member States have shown a reluctance to make exchanges due to the limited convertibility of Ukrainian hryvnia banknotes and currency risk exposure. Some Member States are considering the introduction of national schemes to support the conversion of a limited number of Ukrainian hryvnia per person, and the Commission’s aim is to promote a coherent approach to such schemes. The schemes should provide for a maximum limit of 10,000 Ukrainian hryvnia per person free of charge at the official exchange rate published by the National Bank of Ukraine. The duration of the schemes should be at least three months.
